So the leaking is because part 23 is damaged and had come apart when I took off the Impeller to clean it. my bad for not paying attention to this when I had the engine out of the chassis. I ordered a new water seal from https://www.motorcycledoctor.com/checkout/order-received/23632/?key=wc_order_v3q9nFrtImCjy The delivery was 3 days, so I didn't have to wait long for the part and they are the only one I could find that had the part in stock. Taking out the old part was a pain. saf344g I only disconnected the engine from the chassis along with other misc items need to be taken off to rotate the engine enough to get to the part. Also disconnected the gas tank to shift it backward so I could get in there.

I have the answer, received it from Jose, the dude with the part to fix the shifting issue. Washer #1 is in the correct location, washer 2 will go on the same shaft as #1 but after the gear and bearing, and just push it on over the rubber gasket.
