    That is the Idle Air Control IAC.
    I haven’t found a replacement, but after similar problems with mine I simply unplugged it and all is good.

  2. mixfixdave's post in I have a 2008 Joyner Trooper 1100 T2. The Initial 3 second start up sequence will not go, but motor will turn over. was marked as the answer   
    I think there is also a ground lead on one of the starter mounting bolts.
