Horsedoc

Hi Everyone, I just took delivery of a new '22 Bobcat UTV 34. Despite the manual claim of low gear top speed of 25 mph and hi gear speed of 35 I can only achieve 11mph in low and 16 in Hi. Dealer says the factory sets the speed limit before they are shipped out. Can this be adjusted? I do not need a racecar but this wont work. When I test drove it at dealer the locale limited my speed (small parking lot). Any suggestions. Thanks in advance. Keith
