I put a low pressure pump on but it was flooding it self so I put fuel regulator on it and adjusted it to 3psi but it won't stay running long only few minutes without moving or riding it. Does anyone know what I can do

I have a mule that I had to start pulling the choke to keep running at about 75 hrs. I have been working on it and its about to drive me crazy. It will go for ways and start running out of fuel. I have cleaned the carb 4 times, replaced the fuel pump, blowed all the lines including the vacum, replaced the fuel and added sea foal additive. The harder load its under it seems to be worse. I even replaced the coil to cover the bases. I am 99% sure its running out of fuel. I have checked the float and needle to be sure its working freely. I really would appreciate any ideas on fixing it. Thanks Richard
