American Sportworks Bull Dog 300 BD300 Restoration

Bought old rough lookin db300 for 200 bucks from my neighbor, has 459cc Honda motor in it that he put in himself. Motor runs great but it has no brakes and the throttle cable is like stretched or it too long. I see the only brakes that are on it are the rear drum brakes. I went to replace the shoes but I took the cover off and there was no springs or even break pads for that matter all that was there when I open it up was the little metal actuator or whatnot at the bottom. Do I need springs or there something I’m not getting
