Sorry to say they gave you some bum info. I have spoke to the local LEO in Moab and posted on here from the UT DMV site that you can drive on the street if you are street legal & have insurance which I do. The local LEO told me to NOT drive on the main highway, use back streets & roads. The Rally has a lot of UTVs that are not street legal and get around the issue by having the police escort. I have been in the Rally and know the organizers from attending. Also if you want you can go on the ridingarizona.com site and do a search of this topic. It has been beat to death on that site. Also Chris, one of the of the organizers, is a regular on that site. They are good people and put on a great event. I went to the Rally first time to Moab as I knew no one and needed to learn more about the area. Worked great, but don't need to any longer. That is new about the KOA as it was one of the host RV parks & that is where we stayed when we attended the event. They did not like you speeding in the campground then, a big NO NO. I did notice when I just went to the website that there is new owners so who knows. It was the second closest RV park to the event and OK RV park was the closest. A lot has changed as the Chris broke away from the Moab UTV Rally and started his own the Rally on the Rocks the next year. BUT bottom line is from other AZ riders just returning from Moab, no problem driving thu Moab if your mind your p's & q's.

I hope you are right; My wife and I are wanting to go late season (like October) if things work out. Arch View comments are from their advertizements in that they claim to be the ONLY RV park that you can ride from without need for towing.

Ok? an un-named source "rocmoc" said they have trails at moab for me, I'm old, cautious,had neck surgery,,,,,,,& maybe scared!! lol, So, I don't want to hold back the dare devils, or 3 amigo's! So, will someone tell me if they have "kiddy" safe trails, that I can look at scenery,& not run off cliff? Showed my wife some youtube videos of moab trails, she said no way!! For her or me? & what I saw, I pretty much agree.. If theres like a gravel road around most of it, great!! Help???? Quig

It is a Utah Gov document stating what the p's & q's of / for a Utah Street Legal UTV is and how & where you can ride them. AZ is a reciprocating State, means you honor ours & we will honor yours, so I can drive my AZ Street Legal UTV on the streets of Utah and anyone with a UT Street Legal UTV can in AZ. Not a problem for me and this is what I was told by the local Moab LEO. ALL of my toys are AZ Street Legal which means I am also fully insured to drive on the street. Insurance is one of the biggies. Thanks for keeping me on my toes. I am taking a copy of this doc with me just in case I run into a uninformed LEO on the topic.

The Utah State Bill is SB 181 signed by the Governor in 2008 allowing OHVs on the streets of Utah effective Oct. 1, 2008. The attached link has a link to the Bill itself.

So, will someone tell me if they have "kiddy" safe trails, that I can look at scenery,& not run off cliff? Showed my wife some youtube videos of moab trails, she said no way!! For her or me? & what I saw, I pretty much agree.. If theres like a gravel road around most of it, great!! Help???? Quig

Yes they do, Kane Creek, Chicken something and more. There are sites on-lines with complete trail write ups. Do a google search of Moab trails. A ton of sites will come up. They will rate the trails by difficulty.

But here is the catch; (the way I understand it anyway)....in Oregon (for instance) there is no such thing as a "street legal" UTV. Therefore.....I would have to go to the Utah DMV and have an inspection done in order to get a Utah temp "pass" . This what I was told by some of the organizers of Rally on the Rocks. In Oregon, we have OHV stickers; for off road use only. Another "for instance"....This week; my wife and I are exploring Sumpter, Oregon; a small mining town in Eastern Oregon. Local Police there tell me that I can cruise the buggy on the side residential roads all day long because on dirt roads, Police do not have jurisdiction. (I live on a dirt road and we can drive ANYTHING on the road as fast as we want.) But the minute I hit pavement; I'm creating an infraction of the law because of jurisdiction. (I tried to have a neighbor busted years ago because he almost ran down my daughter as she was walking and he was going about 50 mph. I was told they could not do anything because of no jurisdiction. My brother in law has a Rhino that he keeps in Bullhead City at his vacation home. We use that to go to the store and as long as we stay off the city paved roads; we're fine. What I was told about Moab is that sure; I can ride my Trooper around back roads that are not paved; but there is no way to get to the staging areas for the 4X4 trails without going on the highway with a Police escort. (Except for Arches View RV Park at the Nwest end of town) Fortunately in Sumpter Oregon; the trail head is across the street from where we are staying. If you look at some of the conversations I posted about the Rally on the Rocks; people who are not from Utah or Arizona that do not have "street legal licenced" side by sides had to trailer their SXSs to the Spanish Trail Arena the night before because that is where the Police escorts were starting up; and there was several miles of paved highway travel that had to be driven to the staging areas. So this caused a big ruckus that the local law inforcement had to handle many irrate calls because many people were stranded. Anyway; I'm not rying to argue about it with you; I just want to have a complete understanding of what this catch 22 situation blossomed in to. Maybe they fixed it... I don't know. But from your prospective ; being an Arizona resident; things fair better for you and any other states that have "street legal" UTVs. An "Off Road Permit" does not cover anything other than the Police Escort in Moab. (Which evidently does not happen except for the UTV Rally and the Jeep / Crawler annual events.

Honestly....I hope I'm wrong . I really want to come to Utah and experience some of the incredible trails. Seriously!

I'm really looking forward to you guys showing me I'm off track on this. I'm looking forward to seeing some of the awesome scenery too! I only brought this up because of so many people who had a crappy experience due to KOA or wierd Moab rules.

Oh; and by the bye..........In Oregon; we are not required to have insurance on our toys either. I do; but just for theft because we're not street legal.

I have it in mind to at least look at Hell's revenge area, saw it from the air once when I was down there with my plane, but I doubt I'll be able to follow the other 2 amigos, that's why I should be chase but I like being steve! My sweetheart isn't anxious to get into the rocks to much. That said, depending on wants and desires, May go out Kane Creek Blvd,that's the south east side of the river, about 10 miles where you can dry camp for free. From there, you have hoorah pass and Kane Springs road, Love that road, gets into the river bottoms, but it's easy going, both of them. Other wise you could go out 313 and take a right at mineral bottoms road down to the river and go along the river.

I am very lucky here in AZ, I can drive my Trooper ANYWHERE. I have even had it on the Freeway, LOL! (only from one exist to the next where the frontage road ended) You can even drive a sandrail on the streets. Who knows how long it will last as were are becoming more like CA & OR everyday with regard to off-road acceptability & support from the public & state law makers, bummer.

For what its worth:

With out reading every bylaw, regulation, and statute you guys have been mentioning, I will speak from personal experience.

If you have plates (actual license plates) on your UTV you may use all paved 2 lane highways in Moab. This will include every road with exception of Main Street. This comes from personal experience and after speaking with local authorities. I don't think they will beat you up if you just need to cross main street on your UTV either as my buddy and I did it everyday on our last trip to Moab.

There are TONS of camp sites which you can access trails with out trailering your UTV such as Kane Springs Road which has been mentioned. There is also Canyonlands and some people even camp right off the highway at the Gemini Bridges trail head. Now these are camp sites, meaning there is no water or power, and it will be hit or miss as far as out-houses. They are just flat open spaces you can park your RV or pitch a tent.

As far as trails I highly recomend:

Kane Springs (moderate to easy & scenic)

Fins & Things (Easy to moderate. This is a great confidence builder. Lets you get a taste of the slick rock, sand, and it is scenic. Everyone can do this)

Gemini Bridges (very easy but scenic overlook)

Tusher Tunnel (I think there are several ways to get there which could cause it to be easy to hard, but there is a cool tunnel to explore)

Hells Revenge (Moderate to hard depending if you do any obsticals. There are steep climbs and hills that may scare some, but no major off-camber stuff or slippery/sliding traction loss).

All done, it's over and as I left, the last one out, I was having some trouble getting the motor home to run, out of gas on one tank and the other tank(full) not pumping well, finally got it, but I saw a Ranger looking the site over, I think we got a B+ because we left some wood and dumped some water, but I asked him what was biting us and he said it was the no see ums (google It) and that they didn't bite, they spit acid on you and then drank the acid up and what the acid had digested of us and that it was the acid that makes us itch, so thinking acid, I decided to try neutralizing it with a paste made from baking soda, seems to work, itched all the way home and it quit with the baking soda & water paste rubbed on it. The spitting acid and not biting was not confirmed by google, but the baking soda made mine quit itching.

Oh yea, good rides, more details coming from others and when photos get posted. We had 5 rig, 4 Trooper and 1 RZR and 10 great people.

Our trip was pretty boring. Lots of scenery; but only groomed snowmobile trails to ride on. Nothing challenging. I do have several minutes of video, but who wants to see 15 mph cruising on a dirt road? Haha!

I'm thinkin I might put the Trooper up for sale again. Oregon is just not the best state to have one. Everything is closed to us.

I was the last to arrive and that was Wednesday Evening and the other were out on a ride when I got there. The no see ums were prolific and very annoying and it got hot shortly after arrival, Rocmoc brought that with him.

There were 5 couples, (Lenny) and Jeanie, (Rocmoc) Mike and Rochell, (Dpostma) Dick and Leona, John and Janie (RZR) and (Kinarfi) Jeff and Linda.

Good rides of various terrains, got stopped by the snow at the top of Bull Mountain and parked for a break under the shade of a HUGE rock over hang. Some didn't like my sending them down a box canyon that got very narrow

Only saw one other soul out there and he was cutting fuel wood at the top of the mountain with his dog and quad, nice guy.
